Ayr\u0131ca Trafik kontrol\u00fc teknik bir konu olup kontrollerin konu ile ilgili teknik e\u011fitim g\u00f6rm\u00fc\u015f ekipler taraf\u0131ndan yap\u0131lmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p>\u00d6rne\u011fin; Gemiler, Gemi \u0130n\u015fa M\u00fchendisleri, Makina M\u00fchendisleri ve Kaptanlardan olu\u015fan Gemi S\u00f6rvey Kurullar\u0131 tara-f\u0131ndan kontrol edilmekte U\u00e7aklar, U\u00e7ak M\u00fchendisleri, Elektronik M\u00fchendisleri ve Pilotlar taraf\u0131ndan kontrol edilmekte, Lokomotifler, Vagonlar ve Demiryollar\u0131da, Makina M\u00fchendisleri, Makinistler ve Yol Kontrol Ekipleri taraf\u0131ndan kontrol edilmektedir.<\/p>\n\n\n\n<p>Deniz, Hava ve Demiryollar\u0131ndaki bu teknik kontroller sonucu kaza oran\u0131 yok denecek kadar az olmaktad\u0131r. Ayn\u0131 \u015fekilde; Karayollar\u0131nda seyredecek ara\u00e7lar\u0131n teknik y\u00f6nden yeterli olup olmad\u0131\u011f\u0131 ve istiab haddine uyup uymad\u0131\u011f\u0131n\u0131n kontrol\u00fc &#8220;Otomotiv M\u00fch.&#8221; taraf\u0131ndan, yol kontrol ve bak\u0131m\u0131n\u0131n &#8220;yol ve in\u015faat m\u00fch.&#8221; taraf\u0131ndan, trafik sinyalizasyon ve \u0131\u015f\u0131kland\u0131rma sistemlerinin kontrol\u00fcnde &#8220;Trafik M\u00fch.&#8221; taraf\u0131ndan yap\u0131lmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p>Ayr\u0131ca; Kara Ula\u015f\u0131m\u0131 ile ilgili birimlerin bir hizmet b\u00fct\u00fcnl\u00fc\u011f\u00fcde bulunmamaktad\u0131r. Kara Ula\u015f\u0131m\u0131nda altyap\u0131 yat\u0131r\u0131mlar\u0131n\u0131n (Yol, K\u00f6pr\u00fc, t\u00fcnel, viyad\u00fck&#8230; vb. gibi) in\u015fas\u0131 ve bak\u0131m\u0131 ile bu g\u00fczergahlar\u0131n trafik kurallar\u0131na uygun bir \u015fekilde \u0131\u015f\u0131kland\u0131r\u0131lmas\u0131, kontrol\u00fc ve kaza an\u0131nda ilk yard\u0131m hizmetlerinin (Ambulans+ltfalye) verilme- side bir b\u00fct\u00fcnl\u00fck i\u00e7inde olmal\u0131d\u0131r. Hizmet b\u00fct\u00fcnl\u00fc\u011f\u00fc uygulamada ba\u015far\u0131y\u0131 getirecektir.<\/p>\n\n\n\n<p>Geli\u015fmi\u015f \u00fclkelerde bu hizmetler Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 b\u00fcnyesinde &#8220;Kara Ula\u015ft\u0131rmas\u0131 veya Trafik Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8221; \u015feklinde b\u00fct\u00fcnle\u015ftirilmi\u015ftir.<\/p>\n\n\n\n<p>\u00dclkemizde&#8217;de bu hizmetleri veren birimlerin Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 b\u00fcnyesinde &#8220;Kara Ula\u015ft\u0131rmas\u0131 ve Trafik Hizmetleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8221; \u015feklinde b\u00fct\u00fcnle\u015ftirilmesi sa\u011flanabilir.<\/p>\n\n\n\n<p>B\u00fct\u00fcnle\u015fme ile beraber &#8220;Karayollar\u0131 \u00dczerine&#8221;;<\/p>\n\n\n\n<p>1) Son sistem cihazlarla te\u00e7hiz edilmi\u015f &#8220;Otomotiv Muayene,<\/p>\n\n\n\n<p>Test ve Servis \u0130stasyonlar\u0131&#8221; ile &#8220;S\u00fcr\u00fcc\u00fc Muayene Merkezleri&#8221; kurulmal\u0131 ve Ara\u00e7 kontrolleri Otomotiv M\u00fch. taarf\u0131ndan s\u00fcr\u00fcc\u00fc kontrollerlde Doktorlar taraf\u0131ndan yap\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<p>2) Kontrol istasyonlar\u0131na S\u00fcr\u00fcc\u00fcler ve Ta\u015f\u0131tlar ile ilgili t\u00fcm bilgilerin an\u0131nda al\u0131nabilece\u011fi &#8220;Bilgisayar a\u011f\u0131 ve Sistemleri&#8221; kurulmal\u0131d\u0131r.<\/p>\n\n\n\n<p>3) Sa\u011fl\u0131kl\u0131 trafik ak\u0131\u015f\u0131n\u0131 sa\u011flamak \u0130\u00e7in yollarda 24 saat &#8220;Yol, Trafik \u0131\u015f\u0131klar\u0131 ve i\u015faretleri&#8221;nin kontrol\u00fcn\u00fc yapacak modern &#8220;Yol Kontrol Ara\u00e7lar\u0131&#8221; al\u0131nmal\u0131, ve kontrolleri &#8220;Yol ve in\u015faat M\u00fchendisleri&#8221; ile &#8216;Trafik M\u00fchendisleri&#8221; yapmal\u0131d\u0131r.<\/p>\n\n\n\n<p>4) Karayollar\u0131 \u00fczerinde Radar a\u011f\u0131 ve Uydu Kontrol Sistemi kurulmal\u0131 Ara\u00e7lardan Yol Kontrol\u00fc ile ilgili bilgi veren &#8220;Ak\u0131ll\u0131 dedekt\u00f6r&#8221; takmalan istenmelidir.<\/p>\n\n\n\n<p>5) Trafik ak\u0131\u015f\u0131n\u0131 havadan kontrol edecek Helikopterler ve gece g\u00f6ren d\u00fcrb\u00fcnler al\u0131nmal\u0131. Kontroller Trafik M\u00fchendisleri taraf\u0131ndan geceg\u00fcnd\u00fcz devaml\u0131 yap\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<p>6) Kaza an\u0131nda can kurtarmak i\u00e7in yol g\u00fczergahlar\u0131 \u00fczerine &#8220;Acil Yard\u0131m Merkezleri&#8221; kurulmal\u0131 ve 24 saat g\u00f6rev yapa-cak &#8220;Gezici \u0130lk Yard\u0131m Ara\u00e7lar\u0131 (Ambu- lans+itfaiye) al\u0131nmal\u0131d\u0131r.<\/p>\n\n\n\n<p>7) Kaza an\u0131nda &#8220;Acil Yard\u0131m Merkezleri&#8221; ile &#8220;Gezici ilk Yard\u0131m Ara\u00e7lar\u0131ndaki telefonlara acilen ula\u015fabilmek i\u00e7in yol g\u00fczergahlar\u0131 boyunca \u00d6zel telefon sistemleri kurulmal\u0131 ve uyar\u0131c\u0131 levhalar konmal\u0131d\u0131r.<\/p>\n\n\n\n<p>8) Yol g\u00fczergahlar\u0131 \u00fczerinde bulunan Benzin \u0130stasyonlar\u0131 devaml\u0131 denetlenme- li (yak\u0131t tanklar\u0131, yak\u0131t ve yak\u0131t pompalan ile saya\u00e7lar\u0131)<\/p>\n\n\n\n<p>9) G\u00fczergahlar \u00fczerinde &#8220;Dinlenme Parklar\u0131&#8221; ile Dinlenme Evleri planlanmal\u0131.
